Ok so I don't see anyone else that stitched down paper blocks too - I didn't count them in my elements, so I hope it's ok! I have 6 rows of stitching with 5+ elements on each. Credits in gallery.
I think I spent just as much time linking all the credits as I did creating it! But I love it! So well worth the time!
This was so much fun, I just went crazy using whatever I found that appealed to me. I did use one element that was pre stitched but placed it under one of the lines of stitching.
EDITED: Now that I re-read your instructions, I realize that circles alone probably won't work since you are looking for rows or columns, but I might still be able to make this layout work. Can I do 5 rows of stitches across the top of these stitched circles and everything they're holding down? Then I will have made rows, and there will be a lot more than 5 elements under each row.
