January 6: Dispersion (Technique Challenge)

Can anyone walk me through how to do the liquify step in Photoshop Elements? I've found the tool but can't seem to brush the one edge or am I missing something here?
 
I feel like I have severely stuffed this one up (and hate to say will probably never do another layout using the technique)

Well I totally do not get this. I'm using GIMP...will have to look for another tut in the morning...

I googled and found pages full of tutorials. Here is one with a video and then pictures for easy following step by step. I know Jan, @IntenseMagic, posted videos, but the images might help from this version. Give it a try, you might love what you make OR you might learn something new.

Yay! So glad, it’s not perfect by any stretch and that’s mainly cause I was using a lot of tools that were new to me

Yay for using new tools, I say!! Totally not looking for perfection, Jennifer ;) Just looking for you to try and hopefully learn something new :) Thanks for your dedication to it!
 
I was having trouble with PS CC. It refused to work with masks properly. I managed one (huge) brush click as dispersion. Will keep trying as this effect will add lots to my AJ pages. If this isn't enough of an effect, just message me. I will keep trying and hope to have a better page later this month.

 
Here's mine! Thanks for the instructions, Jan. They were easy to follow, especially with the screen shots. The hard part was figuring out if I wanted to keep the background to my pic or if I wanted to make an art-journaling-type of page with my "dispersed" DS lol. :)
 
oh my God!!! Jan....this is the most difficult thing I've done so far in my not so short scrapping life (maybe because I'm not very artsy, so my pages don't need any techniques like this one...) I spent a couple of hours last night trying to play, finding a decent photo, doing the dispersion effect...and I'm not happy at all with the results, but that's the best I can do now or I'll be much more behind on my pages! Hope it qualifies for the challenge, maybe in the future I'll try to play again with this effect, without the pressure of a challenge!!

Newbie to this technique! I am not getting nearly the enough movement with liquefy. I wonder if it has something to do with my settings in this filter? I have never used this technique so I am somewhat at a loss as to how to create the look you got @IntenseMagic .
