Thanks for the challenge. I knew what I was going to do as soon as I saw this one, a page for our dear Mr Hopps who had to be put to sleep earlier this month. I had been putting this off because it is still so emotional for me, but I do feel a little better now, and I can't wait to print it. ETA: Original picture because I forgot, woops. Original Photo
The background is made up of 2 copies of the same mosaic photo; each with different blend modes applied. I cut strips out of the top photo, so you can see portions of the “blue” photo underneath. The framed picture is the actual photo that had the mosaic effect modification.

super fun technique Jenn! here's my page and the photo (i pumped up saturation all the way to make sure i got the colors i wanted in my mosaic!) i didn't use the actual photo on my page anywhere expcept as the mosaic though - i don't think that was required.
