I'm using Creative Cloud if that makes any difference

I am trying to cut a section of word art to a new layer and its not letting me. No errors or anything, I just can't do it. Any tips or suggestions?
 
I would select the area (with Rectangular Marquee tool if the wordart is not too complicated or maybe the lasso tool?) and then hit ctrl J to make a new layer. Is that what you did maybe? And then delete the wordart layer I don't need anymore
 
I was going to say the same thing. If you're dragging in a smart object, you will have to rasterize the smart object first. Then you can do anything you want with the element.
 
Yes I was going to say smart object too. Or in preferences there may be something changed since there was just an update. I found that after this recent update I couldn't copy my text box and then paste into Word. There was a little check that had been turned off.
