I love your challenges. Your instructions are always fantastic - I just wish I had the software you did. I was able to follow along except for the desaturation part which I'm guessing in PSE it is to remove color? I eventually went and used the instructions in PSE that you gave a link for - but they didn't have some of the other steps, but now that my challenge layout is done, Im going to play around some more trying to adapt your instructions to PSE15. Thanks so much for a great challenge!!

Your brush is in Multiply mode (see the very top option bar). Change that to normal and it should be okay.

Anyone know how to do this in Artisan 4?

If not, I'll have to try this in Gimp. Oh my!!

Now this is way outside of my comfort zone!! Your page is beautiful, Farrah!! I'm nervous...

There are options under "Filters"- Stylize and Edge both have things you can play with. I played for a bit in Artisan 5, but ended up just using an online converter and then bringing the converted photo into the program to scrap.
