Which program do you scrap with?Inspired by #2 butterflies-stacy-cohen. (if anyone knows of a tutorial to make the butterfly effect, I'd love to learn it)
I would make the paper strips. Then, I would use the butterfly custom shape to cut different sized butterflies out.
Next, I would use the CU – Folded Overlays #1 by Style Queen by Mommyish to make butterfly shapes look folded.
Finally, I would customize the shadows to make them look realistic.

I used banded strips for my inspiration. But I moved the paper strip with one photo from the middle to the side of the page. Then instead of paper strips or ribbons I used word phrases of different colors. Hope this meets your requirements but I did want to make it my own and not just a rote scraplift.
