You asked how the time limit affected us. For me it isn't an issue. I'm a very fast scrapper unless I'm working on an art journal page, or having to edit a lot of photos. More of an issue for me is the "feelings" restriction...trying to fit photos I want to scrap into the parameters you set. I'm slowly getting faster at getting these done. Creating layouts based around feelings makes it harder to get started, but does make the story telling easier.
I have decreased my time mainly by simplifying the layouts. I'm still not to 1/2 hour. I lost all my tags a couple of years ago and haven't retagged much yet. The biggest struggle is the journaling prompts. I'm big on journaling anyway and almost always start with my story/photos. I'm trying to make the prompts work for my photos.
