I was playing with the dot halftone filter in photoshop and doing some blending... the dot stroke border was in photoshop too. TFL

Thanks Rikki.. I downloaded a freebie action and it was terrible.. no way to adjust anything and then I figured who needs the action when I can use the halftone dot so I just converted the photo to b/w and then used the filter.. then when i was playing some more she looked like a retro vintage girl.. so that is where I went with it!
