Wrong layers moving in PSE

I use Photoshop Elements 15 and frequently find that after pulling items in to my layout (I drag item from initial file onto the tab of layout) instead of the new item being selected and moving, another layer moves instead. This can happen multiple times within a layout and can be a paper, alpha or element with the most noticeable being element dragged in and wanting to move it yet paper layer moves instead - any ideas why it’s doing it or how to prevent it from happening?
 
I am a newbie with PSE 2018. I was taught to drag them to Photo Bin first and then from there to the tab where your page is. I haven't had your problem, but I have had it open items instead of moving them. That is weird that it is getting the wrong item.
 
it’s more that in my mind if i’ve just say put in a paint splatter on top of a patterned paper, the paint splatter should be the one selected and be movable rather than the paper below it. I’m thinking it’s probably more to do with how i’m doing it rather than PSE itself.
 
Jennifer, do you have the "Auto Select Layer" checked off? If not, it will choose the topmost layer, usually, or the last layer you were on, I believe.

Jennifer do you happen to have auto select layer turned on? If you do turn it off. If it’s on and you click off your intended item it will select the item clicked on and move it instead. It’s very frustrating and is turned on by default. I always turn it off.

You know what, I think this might be it. I very rarely change any default settings but I will check over the weekend to make sure.

Thank you @jk703 & @keepscrappin - you both nailed it, it was selected to Auto Select Layer and once I found it, it was deselected. It’s been bugging me for about 8 months since I got my new laptop last year. I pulled in a few layers as I normally do and they were the layers selected.....yay, I can sleep well now.
 
What a difference fixing that issue has made to my scrapping workflow - Im way way less frustrated by PSE now and can actually scrap far easier
