I did a combination of two tutorials.  Both used the liquify filter.  I am on PSE 11 and the tuts worked for me just fine.  I had to do an additional layer mask on the blank colored layer in order to keep the photograph's background.

Diane!!! that effect is on my list of things to try!!! there is a website that sells these as actions but i wanted to give it a go for myself. & i remember seeing a GSO page with this technique not that long ago. so proud of you for doing this ... did it take a long time? it looks really awesome! yay you!!!
