I hope I followed the rules correctly - there are 8 papers, one being the wooden paper background.
The scatters are the scribbles and the rain clouds, shiny things are the staples and band
 
Here is my final image... added shiny gold alpha for title, already had the date on the tag...

Slow motion scrapping is a fun challenge for me. Rarely do I make a layout in more than one sitting.

 
1. Pick 3 photos to scrap. Only 3. - check
2. Add 8 papers - at least 1 solid and 1 patterned. check - that was alot of paper!
3. Add a wood element. - the heart
4. 3 or more pieces of word art. check
5. Add a scatter or two. check
6. Add some bling! Something shiny and/or sparkly. - the gold paint behind photos
7. Add the date. Journaling is optional. - check

Steps:
1. Pick 3 photos to scrap. Found 3 that tells the story.
2. Add 8 papers - at least 1 solid and 1 patterned. Two patterns (Plaid and Chevron. One duplicated and then shrunk) + solids (white, purplish/brown, green, orange, red (duplicated) and teal. I didn't count the duplicated papers used.
3. Add a wood element. Handles on shovel + rake.
4. 3 or more pieces of word art. 3 word strips + font
5. Add a scatter or two. Seeds and dirt.
6. Add some bling! Something shiny and/or sparkly. Rake.
7. Date/Journal. Added date. Not much room for journaling.
8. Additional things added: String and bow.

This is my final page, after following all 7 directions. I really liked this scrapping style. It was fun, and I like my page - even with 8 papers (I had 10 at first! until I reread the directions :cornfused ) The credits are in the gallery. Thank you, @bestcee!
