Yes, cupcakes is a good way to think about it! 
I can't totally think of the computer as a tool, cause it isn't always used as one. I mean, for my kids, Minecraft or WWE videos are not the best thing for them to be watching for hours on end. While on the other hand homework, Storia or things like that, I don't ever mind. We don't follow the no screen time agenda, mostly, since I try to practice what I preach, so I don't want no screen time either.
A lot of times, we also play a game together, even a single person game. We pass around the same device, and watch each other, or share turns, that sort of thing. Recently, a new app called Merged is what we have all been playing. Playing with others in the same game has you all trying to get to the same ending, but makes it more difficult at the same time.
