My Order was also declined

I placed an order tonight but it said my order was declined. I thought it was something I did wrong & redid it & the same thing happened again. In the order history it said both orders are not finished but I checked my actual online bank account & it said I was charged for both orders. I don't need two of the same thing. How can I get a refund for one of the orders & then also get to my download links?
