Micheline's Color Me Vol. 1?

What is exactly is this kit? It's custom swatches but I'm having a hard time figuring out what is really is. There are no examples? I'm intrigued.

It's for designers, they use the color palettes to build kits!

So it's a grouping of swatches with color palettes & you keep it open in Photoshop when designing things & use it to match colors? Cool and THANKS!
