This turned out to be more challenging than I thought - but here's finally my layout:

Well I have played with this most of the day... Found this lovely kit by Rebecca and Tangie hidden away in a folder... it was packed with goodies... took a LOT of playing , but there was a LOT to play with... AS I came in to post , I noticed a comment about angled quadrants... duly noted, my quadrants are square and straight... what is inside, not so much.... as for the ribbon across the middle, I loved the texture .... NOT my thing, but I thought fun to add... if not allowed easy to remove... have the one with out saved also.... Had fun playing....

This page was like creating four little layouts. So much fun!

Question: Do the 4 quadrants have to be of equal size? ie: Do the two perpendicular lines have to cross at the center of the page or could they be off center?

Slightly off is okay, but each quadrant should be pretty close to the same size, so no triangles or parallelograms or diagonal lines. Does that help?
