Great! I was confused when you said no background paper...

you get to make it your own so yes you can add leaves and flowers (see the sample layout it follows/meets the 36 requirement); word tags into the journaling could count towards to the 12 lines but it can't be word tags/art that would be considered a title. In the sample, "seriously" word tag is a title and not part of the journaling.

One more question. Is there a background paper allowed as the first layer?

@tpbuffy One more. Your items don't add up to 36. They add up to 33.

so, I can add extra elements, as long as I follow the 36 things on the list, right?

I finished before coming back to read the added instruction. I'm not going to redo it, so here's my page anyway.

Thanks for the fun new challenge! Here is mine. I am counting my journal card as an extra element, not a mat. Please let me know if that is not ok.

12 Lines of journaling (must be at least 15 characters per line and titles and dates do not count as lines)
    06 Stars
03 Photo corners (black triangles used to secure photos in albums) - mine are gold/beige
    03 Photos
03 Patterned-paper mats (background paper does not count as a mat) - did not count journal card
03 Pieces of the same tape
03 Staples - holding both paper mats at top - one on the right has 2 staples criss-crossed
03 Buttons/brads (those as the center of an element such as a flower count towards the three) - on the side of the vertical pic on left.

I'm so glad to read groups of things (eg. 6 stars, 3 photos), thought I'd be finding 1 of this & 1 of that, times 36 & my stash is really not sorted to scrap that way

Whew! That was SUCH a challenge but so, so, fun! I love seeing everyone's different layouts. Thanks to several who gave me the inspiration to cluster the stars together as an element. Here's mine:
