my mom and I made "fairy floats" or "Fancy Nancy" tutus for my daughter! We made them a bit to big, but if she wears them over jeans and such, she should be fine!

O wow fun fun fun!!! My dd would LOVE one!!! Did you follow a pattern of some sort?

no pattern just measured her waist with an elastic band stitched the two ends together. The tulle we bought comes on a roll. We measured a tutu DD already had for the length of each strand. Then you just fold each length in half put the loop on one side of the elastic and flip the loose strands around the elastic and back through the loop. Viola! We knotted each strand again for good measure... Our skirts took two rolls of tulle for each one. Quick and easy project!
