Lower his seat to the lowest position so he can touch the floor when standing, then remove the pedals of the bike. Now you have a balance bike, he can start by pushing himself and balancing for as long as he can. This will teach him to balance and how to use the handle bars. When you can see that he can balance for a few seconds like 4-5 seconds then he is ready for the pedals and after he is used to pedals but with his seat down then later move the seat up again.
