Used the following to create the layout:
Hip, Hip Hooray kit by Rachel Jeffries
Art Crush No 28 {Artsy Bits & Pieces} by NBK Designs
Art Crush No 7 {Colors} by NBK Designs
The base of the party hat, I created in Silhouette Design Space & used a brick mat stencil to create the mosaic look. I then color matched the layout.
