To achieve texture on photo using Bas Filter in Photoshop CC & PSE Filter Gallery

    PSE is done the same way but the screen shots are from PSCC

    I had several questions on how I achieved the texture on the photo in my page here. Please see below:

    Bottom layer: In the layer panel I added a reversed mask (Alt/Opt + Mask icon at the bottom of the layer palette will add a black mask hiding the image and then using a brush of your choice - I used a burlap kind, paint on the black mask in white what part of the photo you want to reveal)

    Blend mode Normal, Opacity and Fill 100%

    Next layer: Duplicate bottom Owl Photo + Mask layer and select Filter>FilterGallery>Sketch>Bas Relief See settings, but adjust to taste by using the sliders

    Then change the blend mode of the Bas Filter Layer to Lighter Color Opacity 100% Fill 100%

    Duplicate the bas filter layer same setting Blend mode Lighter Color Opacity 100% Fill 100%

    Now add an Exposure adjustment layer and clip that to the layer below (click on the half black half white circle at bottom of layer palette for adjustment and choose exposure - use settings to taste but see photo for settings I used) [Clip: ALT+CTRL+G/OPT+CMMD+G or right click on adjustment layer and select clip mask or when adjustment panel is open make sure the little square at the bottom of the adjustment it selected]

    Duplicate the bottom layer (select bottom layer and press Ctrl+J = PC /Cmmd + J = Mac ) or select bottom layer, hold down ALT or Cmmd and Drag the duplicated layer above the exposure adjustment layer. Change Blend mode to Soft Light Opacity 100% Fill 100%

    Bring in an additional copy of the photo, again add a reverse mask and mask in where you want a bit more color... I set the Blend mode to Hard Light, Opacity 100% and the fill to 87%

    Add elements, paint papers and shadows to your liking... of course this is what I did.. each photo is different and if you have a different size photo etc, the settings may be different .. experiment and have fun!
