    Is the smudge tool on the side panel

    sorry guess I thought smudge tool used the current brush shape. Maybe that clone one

    The smudge tool is basically a like a round brush, hope that helps

    it does take the shape of your last selected brush/size

    True but of course you don't want to use a splatter for example just to move the shadow you use in preference a round brush
