I don't think this answers her question. She's asking about rotating one layer so that it's tilted to the same angle as a layer from the template. I've regularly wished there were a way to do that myself, and I've never found anything.

I find it's a little easier if I pick a corner… say, the lower left corner, and match up the template corner with the paper/photo corner. Then I move the rotation anchor to that corner before starting to rotate. (I don't know if PSE lets you move the anchor.)

Thanks Lorry @lorryfach - it's a question i've had for a while but haven't actually asked/typed ('cause, y'know, some papers just look wrong when clipped straight on to say 45 degree tilted blocks on a template)
    - hadn't thought about matching a corner but that makes sense
Is there a way (some ruler or measuring tool) that can tell u the angle a layer is on? that way u could just type the angle straight into the top Free Transform popup bar? (like the template i used basically all the blocks were rotated the same, so i rotated one of the blocks back to 'square' (just eyeballing it so not exact by any means - in retrospect i could have turned grids on to line it up) and it was around 15 degrees so i pretty much rotated the striped & triangle papers and others that much all at once instead of transforming them individually

    - i use PS CS6 if that helps

and thanks @catschwartz for trying to help too

Only if it's a Smart Object, and I've never seen any templates using Smart Objects (probably because it limits compatibility). Once it's rasterized, then the shape is just considered to be at 0 degrees, no matter what it looks like to our eyes.

Beautiful PP template!! Tracy, you were easy on us this month; or at least I thought so. :)
I used the evens, but with the twist -- I used #9 instead of 10.
