i so seldom go out. I was thinking, might it be possible to have a small photo section, of landscrape , object or flowers. That we could use for layouts. Lilypad watermark on them would be fine.
You're looking for stock photos, sort of? That you could use for scrapping? There are many online, and some of them are free and/or royalty free, I believe.
It looks like the one I've used before has become freeimages.com It has some memberships, but there are also lots of free images too. If you see one of mine you'd like to have I'd share. Just PM me and I can dropbox it.

I don't see anything in the guidelines. Sometimes the challenge says that but you could always talk to the person doing the challenge. Paging @mrs2a50
Stock photos are okay for the challenges unless the challenge specifically prohibits it (like the photography challenges, as others have said), but you are responsible for confirming the rules and regulations of the use of the stock photo to make sure you're in compliance with their use requirements.
I'm not sure why you'd want to use other people's photos? Like an exchange? That could be a fun game...Here's a photo, help me scrap it. Is that what you mean?
The Unsplash site that was mentioned earlier is my favorite for stock photos, though I hadn't thought of using them for layouts before! Some of them would be awesome for art journal pages.
I think a photo exchange challenge would be fun. People could sign up and be assigned a partner to exchange photos with. Another idea is for someone to "donate" a photo and for the challenge everyone would have to scrap that photo in their own way. It would be really fun to see all the different pages.
I think Scrap Orchard had something like that. If I'm remembering correctly. One person posted a pic to scrap. The next person scrapped the first person's pic, then left a pic of their own for the next person to scrap.
