There are several different ways. If I were doing it, I would probably use the magic wand tool and click inside each letter (holding down shift to add to the selection) and then create a color fill layer.

Once you have created the color fill layer, you could clip a paper to that layer if you wanted to. Is that what you are asking?
If you want to fill the center with paper like Kim suggested just make sure it's on it's own layer below the outline layer.
